The download should reach a timeout, and die. I will look into this problem.

No. Not implemented anyway, and I don't consider it a very important
feature at the moment, as this is rearly needed on production servers.
Either you have a stable internet link or you use other means of
upgrading. (internal mirror, proxy etc.)

We had that in earlier versions, but it was dropped due to the
implementation being very dependent on urllib v. 1 shipped with older
versions of python. I never cared enough about it to reimplement that
feature. I will, however, accept patches adding these stats.
